would you be offended?

I applied for a grant to purchase a product from a small business. The business typed the quote on regular paper. Since the small business didn't submit an invoice on professional business letterhead, the grant committee asked me to request the business to resubmit the invoice on business letterhead. I sent the request for another invoice to the business. It has been 5 months, but the business owner never returns my calls. And I can't visit the business without calling to make an appointment. The grant process takes a long time so I don't know if my grant is still being processed or if she never sent them another invoice. I can't find that out since she won't return my calls. I tried calling today, but I got this operator message. Then I tried calling on my cellphone and got through. I don't know if she blocked my number. Why can't she just callback to let me know what's going on. Even if she's mad about having ot resubmit the invoice, the grant committee was the one who wanted it. It wasn't my request.

Do you think the business owner has a reason to be offended? I don't know why my calls haven't been returned. Now, she might have blocked my phone number. I don't have the grant committee's direct contact information to inquire about the status of my grant.

call the grant committee to see if they got the new invoice. if not, call the business and leave a message saying that you will be in a such-and-such a time to pick it up.
