What should I do about a tour guide who put a dent in my vacation?

I recently took a vacation to the other side of the country and was looking forward to seeing an historic home. The tour guide who was there was very nasty to me and spoke to me in a very sharp manner. He refused to let me see the second floor of the home and I felt that he ruined a part of my vacation. He works for the state government and I did speak with his supervisor on the phone. She took down the details and said that she never received any complaint about him before and she would look into it. She did say that the second floor was not off limits. I feel that she probably just brushed it off and didn't really discipline this man. I would like to pursue the matter further but don't know who to contact. Do you think I should call the department again and find out who is the head and perhaps I should write a letter? Please tell me what you think. Thank you.

You've voiced your complaint and your feedback was noted. If or how they discipline the tour guide isn't up to you. At this point I'd let it go.
